Brief Introduction about the Department

            The DIC is an integrated institution at the district level which provides all types of services and facilities to the entrepreneurs.. The entrepreneurs can get assistance from DIC for setting up and running an industry.

            In the  formation of new districts,  one  District Industries Centre was established in JogulambaGadwal District and it is  functioning from 11/10/2016.

            The DICs can play an effective role is with regard to interlink ages with different institutions such as electricity department, department of water works, municipality/Grampanchayat, town planning, commercial banks, etc.  The DICs should function in a close coordination with all agencies related to industrial development at the district level.  To ensure this, there should be a single line of command operating from the DIC for the entire field staff connected with industrial promotion activities.

Scheme and activities of the Department 

(1) TSiPASS: Telangana State Indusrial Project Approval and Self-Certification System (TS-IPASS) Act,2014 (Act 3 of 2014).

The Telangana Government has enacted the “Telangana State Industrial Project Approval and Self-Certification System (TSiPASS) Act, 2014 (Act No.3 of 2014) for speedy processing of applications for issue of various approvals/clearances required for setting up of industries at a single point based on the self certificate provided by the entrepreneur and also to create investor friendly environment in the State of Telangana.  The District Level Committee under the Chairmanship of the District Collector willreiew the progress in the district.

(2) UDYAM REGISTRATION (This is introduced in place UDYOG AADHAR)

The Ministry of MSME, in consultation with the National Board of MSMEs and the Advisory Committee in this behalf, has prepared a one-page registration form that would constitute a self-declaration format under which the MSME willo self-certify its existence, bank account details promoter/owner’s Aadhaar details and other minimum basic information required.  Based on the same the MSMEs can be issued online, a unique identified i.e. Udyam Registration certificate after commencement of production through online in website

(3) Industrial Incentives

(4) PRIME MINISTER’S EMPLOYMENT GENERATION PROGRAMME (PMEGP) :

The Scheme Government of India has approved the introduction of a new credit linked subsidy programme called Prime Minister‟s Employment Generation Programme (PMEGP) by merging the two schemes that were in operation till 31.03.2008 namely Prime Minister‟sRojgarYojana (PMRY) and Rural Employment Generation Programme (REGP) for generation of employment opportunities through establishment of micro enterprises in rural as well as urban areas. PMEGP will be a central sector scheme to be administered by the Ministry of Micro, Small and Medium Enterprises (MoMSME). The Scheme will be implemented by Khadi and Village Industries Commission (KVIC), a statutory organization under the administrative control of the Ministry of MSME as the single nodal agency at the National level. At the State level, the Scheme will be implemented through State KVIC Directorates, State Khadi and Village Industries Boards (KVIBs) and District Industries Centres (DICs) and banks. The Government subsidy under the Scheme will be routed by KVIC through the identified Banks for eventual distribution to the beneficiaries / entrepreneurs in their Bank accounts. The Implementing Agencies, namely KVIC, KVIBs and DICs will associate reputed Non Government Organization (NGOs)/reputed autonomous institutions/Self Help Groups (SHGs)/ National Small Industries Corporation (NSIC) / UdyamiMitras empanelled under Rajiv Gandhi UdyamiMitraYojana (RGUMY), Panchayati Raj institutions and other relevant bodies in the implementation of the Scheme, especially in the area of identification of beneficiaries, of area specific viable projects, and providing training in entrepreneurship development.

Objectives :

  • To generate employment opportunities in rural as well as urban areas of the country through setting up of new self-employment ventures/projects/micro enterprises.
  • To bring together widely dispersed traditional artisans/ rural and urban unemployed youth and give them self-employment opportunities to the extent possible, at their place.

(iii) To provide continuous and sustainable employment to a large segment of traditional and
prospective artisans and rural and urban unemployed youth in the country, so as to help
arrest migration of rural youth to urban areas.

(iv) To increase the wage earning capacity of artisans and contribute to increase in the growth
rate of rural and urban employment.

Note:

(1) The maximum cost of the project/unit admissible under manufacturing sector is Rs. 50 lakhs.

(2) The maximum cost of the project/unit admissible under business/service sector is Rs. 20 lakhs.

Eligibility Conditions of Beneficiaries :

  • Any individual, above 18 years of age
  • There will be no income ceiling for assistance for setting up projects under PMEGP.
  • For setting up of project costing above Rs.10 lakh in the manufacturing sector and above Rs. 5 lakh in the business /service sector, the beneficiaries should possess at least VIII standard pass educational qualification.
  • Assistance under the Scheme is available only for new projects sanctioned specifically under the PMEGP.
  • Self Help Groups (including those belonging to BPL provided that they have not availed benefits under any other Scheme) are also eligible for assistance under PMEGP.
  • Institutions registered under Societies Registration Act,1860;
  • Production Co-operative Societies, and Charitable Trusts.
  • Existing Units (under PMRY, REGP or any other scheme of Government of India or State Government) and the units that have already availed Government Subsidy under any other scheme of Government of India or State Government are not eligible.

 Infrastructure Development:

There is one industrial Estates/industrial Development Areas existing in the Jogulamba District. The industrial area are endowed with infrastructure facilities like roads, water supply and availability of power.
